In the intro, mention that Andhra Pradesh, Karnataka and Madhya Pradesh are the states which have either contemplated or provided reservation in the jobs based on domicile.
In the body, mention Article 16(3) which allow Parliament and not the state legislature to provide domicile-based preferential treatment. In the other issues, mention it is part of political cynicism, such acts fuels localism, bad faith of political parties on private sector reservation etc.
Conclude by mentioning the need to curb such tendencies.
