Starting with the quote is appreciable but explain the importance of decentralisation in brief.
After writing about local self government, write the impact of this unfinished agenda.
Then write some way forward.
Plan the structure before writing and use proper headings and subheadings to present your answer in a better structured way.
You have good hold over the content, keep it up.
