You need to write more refined definitions. Write simple and crisp definition. Morality essentially refers to the beliefs and standards of an individual or a community about what is right and wrong or good and bad or acceptable and unacceptable behaviour.
You couldn’t addressed the first section of the question properly. Civic morality doesn’t mean promotion of uniformity as indicated by your Definition.
It refers to the sense of civic responsibility, standard of righteous behaviour, for the public good, and thus entails obedience to the rules, and honest and responsible behaviour.

You have Written second Part better. But in this section you need building more over your Argument of personal morality being a nutrient whose deficiency can lead to many evils.

For Ex. When individuals lack tolerance, compassion, principles of equality Society face riots, social evils like poverty, hunger, descremination, violence against vulnerable section etc. Existence of Society marred with such issues cannot be called meaningful.
