Why they are called foundational part is fine, keep it concise.
In the next part about the two values, mention examples in both cases.
Also try to link both values to current affairs especially their role in pandemic and its management.

Explanation about integrity and empathy is fine.
Use some examples in both cases.
In empathy, you can also mention about its role in delivering services to the vulnerable and weaker section, can link it with current affairs by mentioning usefulness of these values in the pandemic.
