You have answered the first part in details.
But the second part of the question needs elaborate points.
Discuss how to strengthen accountability, responsibility, transparency.
Suggest government steps taken, Civil Services Code, Committee recommendations and Constitutional provision to strengthen ethical standards among civil servants.
You can also mention Mission Karmayogi.
Structure and presentation part is good.
