(b) How can such undesirable attitudes be changed and socio-ethical values considered necessary in public services be cultivated in the aspiring and serving civil servants? (10 Marks)

      Intro is good. In first part, points mentioned are also fine. However, avoid naming people if possible, mention the issue. Further some points can be added like gender inequality still perpetuating, prevalence of dowry system inspite of law against it; racism and regionalism.
      In part b, again points are good..also mention improvement in factors through which attitude is shaped for example including moral and ethical dimension in education, role of teachers, peer group and family.
      You can conclude by writing 2nd ARC recommendation of implementing code of conduct along with code of ethics in governance to improve socio-ethical outlook of civil servants.
