You have understood the question clearly and answered it in the right direction.
How ever you need to give more arguments. I have pointed it out to you earlier as well that by filling pages with large size fonts will not help you in scoring good. You are not even writing 150 words.
Reduce your font size give more arguments in each section specially in last two i.e. first
How social prejudice and attitude is playing itâs role- Attitude to not accept formerly subordinate groups as equal due to traditional socialization, child rearing practices, political and power functions it serves and the stereotypes and emotions held by higher castes against the Dalits.
And second measures some of which mentioned in mentor’s Comments it self.

You need to write better Introduction. Movie mentioned in Conclusion can form better Introduction here.
You have addressed only two aspects of the question that laws presented and measures.
Legal section needs to be summarize you need not to write the details of laws here just mention them. Divide them under headers Constitutional measures and Legislative measures.
In next Section You need to write why this problem is beyond law. Use Arguments like psychic resistance and prejudices which become embedded in one’s belief, Attitude to not accept formerly subordinate groups as equal comes, child rearing practices, political and power functions it serves and the stereotypes and emotions held by higher castes against the Dalits etc.
Add more measures in your answer for that you need to concise your arguments to Inculcate more points there is no need stretch one points too much.
