      Decent attempt. Introduction is fine.
      Qualities mentioned are also okay. Some important ones like honesty, integrity and accountability are missing. Crisis management has been repeated. Other points are fine.
      Next part is also decent, presentation can be a bit better.
      Points are fine, in 1st point you can add social audits, further you can mention reducing the discretionary powers of civil servants, whistleblower protection, need for code of ethics, more ethical recruitment process etc
      Write a concluding statement.
