The question is about international relations, you have written mostly India’s domestic issues. Avoid reducing scope of the answer.
Intro and first part about importance of ethics is fine, you can add that decisions in IR affects the life of individuals too, so the importance of being ethical.
Then mention some international issues which ethics has helped tackle- abolition of slavery and apartheid, collapse of USSR (assertion of democracy by countries) ; tackling terrorism in a united way; agreement on solving pressing environmental challenges; Responsibility to Protect; nuclear weapons seen as a taboo; Arab Spring and fall of authoritarian leaders in the Middle-East etc
All these points can be elaborated upon along with adding something about India but don’t make the answer only India-specific.
      Keep practicing. 🙂
