      Decent attempt. Introduction is fine. However, you can mention here some of the values or about a code of ethics required for making civil services an effective instrument for citizen-centric governance.
      Rest of the answer is good.
      Code of ethics can be elaborated a bit in ethics after appointment alongwith mentioning code of conduct.
      Concerns and way forward are good.
      Intro and conclusion can be swapped.

      Introduction is good.
      Next part is also explained well, however mention how it is ensured that values are recognized during recruitment process(ethics paper, personality test etc other than test of aptitude).
      In next part mention about code of ethics, civil service conduct rules, expectation of a certain behavior from civil servants.
      Points mentioned in citizen-centric governance are fine, you can use some examples.
      Then mention some concerns too like corruption, nepotism, red-tapism etc and finally write a conclusion.
