      the way you have written it seems that You have good understanding of the concept.

      however you need to add some examples to your answers to add more depth to your answers.

      Also, when differences are asked you should write one or two line that specifically delineates the difference.

      Your introduction is good.

      Overall answer in fine But you can improve in certain areas-

      1. The part of answer- accountability as another layer is not addressed.

      2. Suggestion of 2nd ARC are written as free floating lines. They need to contextualized. Write at least a subheading why are you writing them. Flaunting knowledge is good but it should look like a valid part of answer with in the context of the question.

      Rest is fine.

      In some areas you can improve to further strengthen your answer such as:

      -Introduction can be improved. Try to give definition of accountability in it.

      -Also, you can add some specifics facts in your answer. Eg- in measures you have mentioned right to service act. You can add here that 2nd ARC recommended it.

      You have written a good answer.

      Few suggestions to improve it further-

      1. Try to write short concise sentences. Eg. In your introduction you have written a very long sentence with several commas. Such lines creates unnecessary confusion.

      2. In suggestion part don’t just stick to 2nd ARC. Try to give comprehensive suggestion from at least 2-3 sources. One suggestion per source is better than 10 suggestion from single source.
