      You have take too much space to define emotional intelligence and mention its components. That makes the 2nd part of the answer inadequate.
      Introduction is good, next just mention the five broad components of EI (self awareness, self regulation, motivation, empathy and social skills) and explain each of them very briefly (1 line max).
      In next part, first mention the important role of public servant in India.
      Importance of EI is righty mentioned, some other dimensions that could be mentioned here- helps in better implementation of government policies, stress management, work-life balance, better relationship with subordinates/peers and a good work culture etc
      Conclusion is good.

      In next part, you can start by mentioning the important role public servants play in India.
      Importance of EI is also well written. Role in promotion of better work culture, a good relationship with subordinates/peers and enhancing the public trust in system (due to empathy) can be added too.

      Explanation of EI is fine. Good use of diagram. However, a short explanation of those terms can be given.
      Next part can be started by mentioning the important role public servants play in India.
      Nice use of table. Examples mentioned are good.
