      Although your concept is fine, the answer could be presented better. Don’t write separate sections on foreign aid and neo-colonialism. Try to integrate them, in intro briefly give the definitions, and then you can divide the body into two parts- 1. arguments on how foreign aid can become a form of neo-colonialism and 2. arguments against
      In 1st part, you can mention the points that you have written such as impact on autonomy, breach of sovereignty and integrity, debt trap etc which are good. Next, you can also mention military aid where the supplier country has been observed to direct the course of a local conflict by simply replenishing or withholding supply, profit motive of developed countries (for example, obsolete technologies are transferred instead of advanced technologies to the developing nations).
      In arguments against, you can talk about global justice, improvement in quality of life in developing countries due to foreign aid (building of infrastructure, power plants etc), relief measures in conflict-ridden and disaster hit countries etc
      Also, avoid taking a one-sided stand such as foreign aid is form of colonialism, there are countries which do not view it as colonialism, many countries view it as means to improve their stature in the comity of nations etc..exercise of caution on part of receiving countries and supervision of global institutions can be mentioned as you have done.
