In introduction, you can first shed light on the important role of civil servants in our governance structure and hence the importance of ethical standards. That part is fine.
In challenges, you need to go a bit deeper in the dilemmas of the civil servants… Corruption, of course, is a big challenge but that should be a straight forward no. Some deeper challenges involved are – dealing with conflict of opinions (political executive/superiors vs their own) ; dilemma in information sharing ( might lead to embarrassment of govt. Vs public accountability) ; dilemma of conscience vs prevalent political ideology; balancing public life and private life.
Way forward also seems a bit like way forward for preventing corruption, diversify it a bit- establishment of citizen advisory boards, behavioural change etc
Overall, the structuring of the answer is good, content can be diversified a bit.

In challenges, more dimensions can be added, maintenance of law and order is more of an on the job challenge. The question is on ethical challenges. Last two points are decent. Further you can add the dilemma in information sharing ( might lead to embarrassment of govt. Vs public accountability) ; dilemma of conscience vs prevalent political ideology; balancing service obligation and accountability towards the public (especially when a public servant finds certain indications of deliberate inefficiency, corruption etc); balancing public life and private life.
