      Introduction is fine, especially first paragraph..you have explained discretion well. Next paragraph is also decent.
      In positive use, some more points need to be mentioned for example, encourages and brings out leadership quality; enables out of the box thinking, acts as a source of motivation etc..back these up with some examples; example of TN Seshan is good.
      Next two parts are fine, negatives are well written; some examples can be mentioned.
      Conclusion is good. Try to keep the explanations more crisp, once you make a point no need to explain same thing again, it can save you time as well as ensure word limit.

      Introduction is fine, 2nd paragraph can be avoided instead you can mention, how discretion in administration is sometimes seen as a source of large-scale corruption etc
      Positives are fine, you have mentioned some good points but back it up with examples (check model answers).. 2nd point is not clear.
      Negatives are fine too.
      Before concluding, you can mention a brief way forward (training & capacity building, code of conduct & ethics etc can be mentioned).. a hub-spoke diagram can be used.
      Conclusion is fine.
