Decent attempt.
Intro is fine, but before pointing out the differences you can mention what do you understand by ‘ethical issues’ ( when any decision/activity conflicts with society’s moral principles).
Differences pointed out are good. You can mention that private sector is based on egoistic (self-interest) principle whereas public sector operates on Kantian principles.
Reasons are fine too.
A point about value judgement can be written for example private sector’s approach doesn’t consider normative judgements (selling tobacco, alcohol pornography etc) which is not possible in public sector( need to focus on equity, environmental and health concerns etc).
Examples are good.
Before conclusion, you can mention some similarities in ethical issues too for e.g. harassment of women, discrimination at workplace, issues surrounding governance and data privacy.
Conclusion is fine.
