Read the question carefully.
You are in charge of human resources department and not operations. Avoid such blunders particularly in the very first statement of your answer.
Write both pros and cons of both the options. After mentioning both pros and cons then support the option you want to choose and analyze it in details by elaborating on consequences which might occur. Do not just write cons of option you reject and pros of option you are selecting. Both aspects need to be mentioned.
Also mention the impact of your option on the company, its employees, brand value.
Write 2-3 line optimistic conclusion.
