      Introduction is fine. Mentioning the regions affected and why it is so much in news can give a context to the answer.
      Next, since this is a 10 marker and the topic is quite extensive, so you can’t write everything. No need to mention cause- not asked.
      Just mention the effects briefly and move on to government steps and way forward.
      In government steps, you can divide into parts such as statutory efforts; technological efforts; recommendations of committees etc for better presentation. However, you have covered the points which is good. When talking about machinery, you can mention happy-seeders and rotavators etc.
      Some of the ex-situ methods such as usage in biomass power projects, feedstock for 2G ethanol etc can also be mentioned.
      Way forward and conclusion are fine.
