      Introduction is good.
      Features mentioned are also fine, sectors not included can also be mentioned. Other than public expenditure undertaken by the government in the form of investment, subsidies, grants-in-aid etc, it can be used for R&D purposes too, which is significant.
      In next part, the target of mobilising Rs 16,000 crore in the current fiscal along with some of India’s climate change targets that the framework will enable to fulfil can be mentioned too.
      Conclusion is fine.

Overall the answer is fine , however some facts could be mentioned for value addition for example, the target of mobilising Rs 16,000 crore in the current fiscal; some of India’s climate change targets that the framework will enable to fulfil etc. Sectors in which thr expenditure will be directed and the ones that are kept out can also be mentioned.
      Introduction and conclusion are good.
