      Good attempt. In the introduction, you can mention articles 19(1)(c) and 43B of the constitution. The first makes formation of cooperatives a fundamental right whereas the second envisages the promotion of cooperative societies.

      Points under significance are good. In challenges, mention about the dual control- While the administrative control of the cooperatives are with the states, its banking functions are regulated by Reserve Bank of India under the Banking Regulation Act, 1949 . This is one of the important issues. Political interference point can be shortened, in Maharashtra the cooperative institutions have served as schools for development of leadership. The movement has given the state multiple Chief Ministers as well as ministers, many of whom have gone on to make a mark at the national level too.
      Also, you can mention about lack of technical knowledge and investment.

      Points under role of new ministry are good, conclusion is also fine. Keep it neat. You can concise some points in significance, for example point no 1 & 2 both talk about profit-sharing. Also no need to take names of current politicians unless asked.

      Role of the new ministry can be written after mentioning significance and challenges. Better to go according to the question.
