      Nice introduction. Importance has been mixed up with reasons(points 2,3,4).
      You can add continuos need of supply for day-to-day services, required to achieve government’s objectives listed out in budget for the social sector.
      Reasons and conclusion are fine, issues in distribution and loss on revenues can be touched upon too.
      A brief way forward will add value to the answer.
