      You have written a good answer. In the introduction, mention article 312 of the constitution. Points under objectives are good.

      However, in issues try to be a bit more specific for example you can write how the centre-state tussle plays out-
      Concurrence of the relevant State government is required before an officer of its cadre is deputed to the Centre. Also, there must be prior consultation between the Centre and the State– but this general rule is violated by many governments.

      Also, in case of any disagreement, the matter shall be decided by the Central Government and the State Government or State Governments concerned shall give effect to the decision of the Central Government- this creates a trust deficit between centre-state.

      Rest of the points are good. Since the question is specifically asking about cente-state issues in context of AIS, you need to go a bit deeper in those points.

      I think you have written less content for a 15 mark question. Write in 2-3 pages, you will get accustomed to actual exam experience.

      In the introduction, mention article 312 of the constitution.

      In reasons for creation points are good, you can add– All India Services form the basic administrative system of India, help devise and implement welfare policies, developmental schemes and ensure efficient functioning of government machinery at the grassroots.

      In issues, focus more on the centre-state tussle over control of the services- question is specifically asking for that, you can write in a bit of detail. You have mentioned friction but try to explain briefly-

      There are many issues in this answer.

      Introduction is good, but then you didn’t write the objective of the creation of the all India services. That is specifically asked, mention national integrity, unity, administrative reasons, uniformity in policy making etc Giving a passing reference in conclusion won’t count for much.

      The 3rd paragraph of your answer is totally unwarranted, the question is not asking your views nor it is asking about the ‘West Bengal incident’. Better avoid such opinions unless specifically asked. Mention what are the issues, what the law says etc. You can mention these points in this context :

      Also this is a 15 mark question, try to write in a bit of detail, you are writing very less now.

      You have answered the first part very well. But in the 2nd part you have to mention what the controversy was, what are some of the issues which create a hindrance in the functioning of AIS(especially centre-state issues). Just mentioning there was a controversy is not enough in a 15 mark question.

      You can mention these points in brief:

      You can add some other points also. In conclusion, you can write some of the recommendations given by various committees like Sarkaria, Punchhi etc

      Also you can mention All India Service Rules 1951, which mandate concurrence with state government while deputing officers to centre but at the same time gives over riding powers to centre in case of disagreement.

      Also, if you add some of the recommendations of various committees such as Sarkaria, Puncchi etc while concluding, it will add immense value to the answer.

      Rest of the points mentioned are good.

      Also you can mention All India Service Rules 1951, which mandate concurrence with state government while deputing officers to centre but at the same time gives over riding powers to centre in case of disagreement.

      No need to mention about Alapan Bandopadhyay, Mamta etc. Question is not asking all these. You can just give an example that recently a controversy erupted in West Bengal after writing the statement I mentioned above.

      It will be very good if you can mention 1-2 recommendations on this issue of committees like Sarkaria , Punchhi etc in conclusion.

      According to All India Service rules 1951,

      Also, in case of any disagreement, the matter shall be decided by the Central Government and the State Government or State Governments concerned shall give effect to the decision of the Central Government but states are reluctant to do so- this creates a trust deficit between centre-state.

      You can mention these points. Rest of the points are very good, appointment is not done by state as you have written, however transfer and suspension can be done by them.

      Since the question explicitly asks about how services are affected in case of centre-state conflict, you need to explain it a bit more – you can mention All India Service Rules 1951, which mandate concurrence with state government while deputing officers to centre but at the same time gives over riding powers to centre in case of disagreement. This creates centre- state trust deficit and officers are caught in crossfire.

      Rest of the points are good, when writing statements like ‘ people lose faith etc’ , you should try to give a very short explanation also (why people lose faith).

      You can mention 1-2 recommendations of Punchhi or Sarkaria commission in conclusion. It will give you some extra marks.

      Also no need to write about the origin of civil services, not required. Instead you can explain the centre-issue conflict in a bit of detail-
