Nice attempt. Structure of the answer is good.
However, legislation is the main job of the parliament, so you have to analyze about its status in a bit detail. In abdication part, mention that most of bills in recent times are being passed with hardly any discussion, also they are not being referred to parliamentary committees. You can also mention about pandemic which has effected the functioning of parliament.
Also, mention some data regarding all these issues to substantiate your points.
LS works for just 19% of its scheduled time while RS for 26%; during the 15th LS, 18% of bills were passed in the same session while in 16th LS, the count rose to 33%; referring the bill to parliamentary committees has reduced from 71% in 15th LS to 27% in 16th and 12% in the present one.
This will differentiate your answers and give some extra marks. Rest of the points that you have mentioned are fine.

See the question is about the functioning of parliament, so you can avoid first 2 points, instead mention that some parliamentarians are less-educated and uninformed and merely vote on the bills on party lines which leads to inadequate discussion on bills.
Mention some data- during the 15th LS, 18% of bills were passed in the same session while in 16th LS, the count rose to 33%; referring the bill to parliamentary committees has reduced from 71% in 15th LS to 27% in 16th and 12% in the present one.
You can also mention absence of constructive opposition in the unruly behaviour point, use of money bill route by the government, role of pandemic.Way forward is fine, write concluding statement in the end.
