      Decent attempt. Introduction is fine. Mention some more points in improvements, the question is not just about issues. Some points you can mention-
      Bill seeks to create two authorities: (i) the Bureau of Emigration Policy and Planning (BEPP), and (ii) the Bureau of Emigration Administration (BEA).
      1. The functions of BEPP will consist of preparing policies on matters related to welfare of emigrants; negotiating labour and social security agreements with destination countries.
      2. The functions of BEA will consist of maintaining a database of Indian emigrants, and implementing measures and programmes for welfare of emigrants.
      It also talks about nodal committees in states and UTs and accreditation of employers.

      Issues, way forward and conclusion are fine. You can keep the way forward a bit concise to stick to the word limit.

      In introduction, other than recruitment charges some other issues faced like-contract substitution, deception, retention of passports, non-payment or underpayment of wages, poor living conditions, discrimination and other forms of ill-treatment should also be mentioned to give a proper background, recruitment charges are still there even after the bill indicating that it was not the main issue.

      Some more points about the recent bill can be mentioned- these are not mentioned in the article but you need to write these as they are important improvements- the article has focused mainly on issues.
      Bill seeks to create two authorities: (i) the Bureau of Emigration Policy and Planning (BEPP), and (ii) the Bureau of Emigration Administration (BEA).
      1. The functions of BEPP will consist of preparing policies on matters related to welfare of emigrants; negotiating labour and social security agreements with destination countries.

      Keep the introduction short, you can mention all issues in one statements. Focus a bit more on what has been the improvements that is basically provisions of the bill a bit more. This has been exclusively asked and examiner will expect a bit detailed analysis.
      You can mention that the bill seeks to create two authorities: (i) the Bureau of Emigration Policy and Planning (BEPP), and (ii)the Bureau of Emigration Administration (BEA).
