Q.2 What are the implications of the low public spending on health in India? The National Health Accounts (NHA) report for 2017-18 shows that total public spending on health as a percentage of GDP has increased. In this context, examine the issues with the findings of increased spending in the report. (15 Marks)

  • In the intro, mention the low public spending as a percentage of GDP in India.
  •  In the body, mention the implications of the low public spending such as rich-poor, rural-urban, gender and caste-based divides in access to health care, poverty, and debt trap.
  • In the next part, mention issues with the reported increase such as the inclusion of the expenditure of the Defence Medical Services, the inclusion of capital expenditure in the NHA framework which makes an expenditure incomparable to other countries etc.
  • Conclude by mentioning the need to increase public spending on health.

Introduction is fine, just mention the years correctly.
Implications part is also fine, you have written some good points.
In next part, some improvement can be done as the question specifically talks about NHA report.
First, mention some findings that the out of pocket expenditure has reduced, as a % of GDP, expenditure has increased. This is a 15 mark question, so need to cover a bit elaborately.
Then come to issues..points are okay, you can also mention impact of DeMo-GST, also increase is in capital expenditure (that point can be framed better), also expenditure of states haven’t increased.
Conclusion is good, you can also mention increasing expenditure to 2.5% of GDP as suggested by various reports.
      Keep practicing. 🙂

Good attempt. Content is good, presentation is also fine.
Introduction is fine, in implications you can first mention some more data points like low doctor to patient ratio. high OoP expenditure etc..also mention effect on vulnerable sections, women etc to diversify your answer a bit.
Analysis of NHA is fine, some other points can also be mentioned..increase in expenditure in Defense Medical Services, impact of DeMo-GST on purchasing power, states expenditure not increasing inspite of health being a state subject etc
Way forward and conclusion are fine.
      Keep practicing. 🙂

Good attempt. Your content is good, presentation is fine too. In introduction, mention correct data. Next part about health sector is fine, in implications last two points look like way forward, mention low doctor to patient ratio, impact on vulnerable sections instead of those.
Analysis of NHA report is good, mention low expenditure by states inspite of health being a state subject, effect of DeMo-GST on purchasing power etc
Way forward and conclusion are good.
Keep practicing. You are writing well. 🙂
