      First part of the answer is good.
      Introduction and factors affecting police as an institution has been written well.
      However, since the question exclusively asks for a way forward, you should try to write a separate subsection on it.
      Some of the recommendations of Malimath committe which was formed to reform criminal justice system; directives by court in DK Basu case etc can be mentioned. Prakash Singh judgement also consisted of comprehensive measures for police reforms, some of which can be mentioned.
      In GS2 answers, try to mention the committees and related judgements wherever possible; they certainly create a positive impact on the answer.
