Points mentioned are fine. The issue with off budget borrowings is that the centre has added it to states’ debt which will make it difficult for them to meet the FRBM targets. Other recent issue has been a host of centrally sponsored schemes which should be curtailed as it is a large financial burden on the states. Government resorting to the levy of cesses and surcharges which are not shareable with the states under the constitution is also an issue effecting the states. Long term issues that could be mentioned are tussle between the governor and the elected government in the states, selective application of president’s rule, over-centralisation with more subjects in the union list etc

A simple definition could be cooperative federalism refers to a concept where various states cooperate with each other and with the centre to achieve the goals of growth and development of the states and the nation.
