      This question is in context of rising demands of OWNERSHIP of forest land, although right has been given but it was not being implemented properly. So, you need to show that the demand has been rising in recent times- give some examples and reasons of the same ( Reasons- Direct economic benefit from forest produce, collective bargaining power, organised grassroots mobilisations; Example- In Madhya Pradesh, Chhattisgarh, Jharkhand and Maharashtra 60,000 villages could potentially claim ownership rights).
      Introduction first paragraph is fine, mention some of the features of the act here itself; no need to again mention it separately. Next, talk about the rising demand of ownership as mentioned above. Next, mention what have been the issues, points mentioned by you are good in this section.
      After that mention a brief way forward (financial resources for implementation of FRA, leveraging technology, role of forest administration etc).
      Conclusion is fine.
