💥UPSC 2026, 2027 UAP Mentorship - June Batch Starts

Q.2) The term ‘Centre’ is conspicuous by its absence in our Constitution. What such absence signifies for the federal polity of India? ( 10 Marks)

“Mentor’s Comments”

  • In the intro, mention the recent decision by the Tamil Nadu government to stop the use of the term ‘Central government’ in its official communications.
  • In the body, mention that the Constitution contains the term Union instead of Central or Centre. The selection of the term Union emphasises the consolidation and confluence of various constituents to form a strong country, term union also indicates the indestructible nature of the country as mentioned in the Constitution Assembly Debates. Sharing of power is not limited to the executive branch only it applies to the judiciary and the legislature as well.  The ‘Union government’ or the ‘Government of India’ has a unifying effect as the message sought to be given is that the government is of all.
  • Conclude by mentioning that the federal nature of the Constitution accentuated by the term Union is its basic feature and cannot be altered.

Nice answer. Your knowledge and content is good.In the introduction, you can start by mentioning the recent decision by the Tamil Nadu government to stop the use of the term ‘Central government’ in its official communications. Linking with current affairs is good.

Also, you can mention SC judgement in SR Bommai which held that federalism is part of basic structure of the constitution. Rest of the points are good. No need for much changes.

Read some other answers. Keep writing.

Nice attempt. Your content is fine. You can also mention that the constituent assembly intended to keep away the tendency of centralising of powers in one unit (a feeling we get with using ‘centre’). The ‘Union government’ or the ‘Government of India’ has a unifying effect as the message sought to be given is that the government is of all.
Also, sharing of powers between the Union and the States is not restricted to the executive organ of the government. The judiciary is designed in the Constitution to ensure that high courts are not subordinate to the supreme court.

You can start the answer by mentioning the recent decision by the Tamil Nadu government to stop the use of the term ‘Central government’ in its official communications. Linking with current affairs is good.

Nice answer. You have mentioned most of the points, you can mention the difference that using centre gives a feeling of centralisation and all the units, the provinces and the groups of States, everything is under the thumb of the Centre whereas union has a connotation of federalism.

Rest of the points are fine, you can mention SR Bommai judgement in conclusion, which held federalism as part of the basic structure.

Good attempt. Your knowledge and content both are good. You can mention that the union was not the result of an agreement, hence indestructible. Also both union and states derive their powers from the constitution.

Intro and conclusion are also are well articulated, you can mention SR Bommai judgement in conclusion, which held federalism as part of the basic structure.

Good attempt. Structure of the answer and content both are fine. You can also mention first that usage of ‘Union of States’ makes it clear that though India was to be a federation, it was not the result of an agreement and that therefore, no State has the right to secede from it. The federation is a Union because it is indestructible.

Rest of the points are fine, not much change required.

You need to bring more clarity in the answer. Not clear what do you mean by the section.’absence signifies’, write whose absence, how etc.

You can start the answer by mentioning the recent decision by the Tamil Nadu government to stop the use of the term ‘Central government’ in its official communications. Linking with current affairs is good.

Also mention, Article 1: “India, that is Bharat, shall be a Union of States”. It was not the result of an agreement and that therefore, no State has the right to secede from it. “The federation is a Union because it is indestructible.

Also, you can mention SR Bommai judgement in conclusion, which held federalism as part of the basic structure.
