  Nice attempt, but you need to make it a bit concise for 10 marks. Introduction is good. After that instead of writing a full section on role of government, you can mention that free and quality school education is both a constitutional right and the need of the hour for the country and move on.
  
  Points in implications are good. No need for much changes. In ways to deal you can divide it into 3 parts- it will make the answer more coherent- a)performance management of students, teachers as well as schools b)governance- local autonomy, NEP at national level, reducing number of schools, cluster-approach can be taken and c) English education. Mention examples only after some steps for example we know that teachers are under-qualified- suggest some steps to solve this issue- just mentioning it will not be enough.

  In suggestions, include some points from National Education policy, accessible schools, cluster-based approach etc. Also you can talk about performance management of teachers, students and schools as well on various parameters. Quality issues are very important since most of children lack in even basic skills of reading, numerical ability etc even after years of attending school.
