  • In the body, mention the steps taken such as installations of CCTV and incorporation guidelines in CrPC as laid down in the D.K. Basu v. State of West Bengal (1996) by the Supreme Court, linking of police modernisation scheme by the Centre to police reforms etc. In the measures suggest, reducing the number of arrests, separation of investigation wing from law and order wing of police etc.
  • Conclude by mentioning the improvement in the situation while the need for doing more still exists.
