Q.2) In dealing with the health crisis the Union Government and the State governments are better placed for certain roles. In light of this, examine the important role of the States in dealing with the Covid pandemic and how the Union government can complement it. (15 marks)

  • In the body, first briefly mention specific roles for which the Union or States are better placed than other;
    Then mention that health is the State subject and consequently States have more resources at their disposal when it comes to health be it employees or hospital. However, GoI should support and fund the State programs. GoI can also play a major role in vaccination. GoI must also augment the supplies of critical medical goods. State governments should use breathing time to ramp up the capacity. States also need standard guidance protocols for health workers, an efficient management team and transparency measures.
  • Conclude by mentioning that the central government must realise that states are on the forefront in this war, and therefore, play a supporting and proactive role.

      You can mention some steps for centre : augmenting supplies and procurement of vaccines as well as other critical drugs and equipments. Then it should allocate the vaccine efficiently to the states too.

      In role of states, you can mention the need to set up control rooms for both patients and helath workers, ramp up telemedicine facilities, increase availability of bed, oxygen etc, can involve private sector too. Also need to increase transparency, can arrange for daily professional press briefings etc
