      Intro is fine, you can mention some data regarding out of pocket expenditure.
      Reasons mentioned are good.
      In challenges some additional points like low quality in public health care, lack of products by insurance companies, lack of standards etc. can be mentioned.
      Way forward can be written in point wise format, example of Thailand can be used along with some generic suggestions like increasing funds, quality in out patient services etc
      Conclusion is good.
