Q.2) In a rapidly shifting Afghan geopolitical landscape, outreach to the Taliban is a necessity rather than an option for India. In light of this, examine the reasons for India’s hesitancy in its engagement with the Taliban and also explain why engaging the Taliban is necessary for India. (10 Marks)

      Introduction is okay, you can mention some data regarding area controlled by Taliban or geopolitical importance of Afghanistan for India to make it better.

      In hesitancy, in the last point, mention current Afghan government, as President Ashraf Ghani might look for national security and political survival. You can mention that a bird in hand is worth two in the bush. Also mention that there is no clarity on what Taliban’s real intentions are and what path will they take after coming to power. Rest of the points are fine.

      In necessity, mention that Taliban can’t just be wished away, it is going to remain in the scheme of things. Mention the need to open up the congested North-west frontier as a separate point, also you can mention India’s efforts in that direction.

      Introduction is fine but it will be better if you mention some data about Taliban’s rise and its emergence as an entity which can’t be just wished away. US withdrawal has been mentioned twice.

      In hesitancy, mention that India’s relations with current Afghan government are good and open engagement with Taliban might make President Ashraf Ghani look towards China and SCO for national security and political survival. You can mention that a bird in hand is worth two in the bush. Also mention that there is no clarity on what Taliban’s real intentions are and what path will they take after coming to power. Rest of the points are fine.

      In necessity of engagement part too, some more points can be mentioned-international acceptance of Taliban; Taliban also might be looking for regional and global partners for recognition, also might want to balance Pakistan. India is also trying to open up its congested north-western frontier as backchannel talks with Pak and political process in Kashmir has indicated.

      In hesitancy, points are fine. You can also mention that there is no clarity on what Taliban’s real intentions are and what path they will take after coming to power.

      In need of engagement, in 1st point you can give examples of increasing international recognition for Taliban, China, Iran, Turkey etc are all reshaping their relations. Also, Taliban might be looking for partners to balance Pakistan.

      Conclusion is fine. Current engagements part is not that necessary here since nothing to do with Taliban, better elaborate on some points in previous sections.

      In hesitancy part, also mention that Taliban has a past record of violence and human rights violations which have been criticised globally, so being a democratic country India can’t be sure of how it’s engagement will be received at global level. Rest of the points are good.

      In necessity, mention about the increasing international acceptance of Taliban. You can mention examples of countries like China, Iran, Turkey- all reshaping their Afghan policy.
      Also you can mention the geopolitical importance of Afghanistan for India and the need to ensure a stable peaceful polity there.

      In necessity part, mention some new possibilities. Taliban also might be looking for global and regional partners, they would also want to hedge their bets against Pakistan by engaging with India. You can also mention the geopolitical importance of Afghanistan for India, give examples of countries reshaping their foreign policy in order to engage Taliban.

      After that write a section on why India has been hesitant to engage with Taliban till now- this is a core demand of the question and needs to be addressed properly.
      Some reasons- good relations with present Afghan govt, engaging with Taliban might push them away towards China and SCO.
      Not clear whom to talk to in Taliban
      Past record of Taliban dubious- violence and human rights violations might attract international criticism
      Also no clarity on what Taliban’s real intentions are and what path will they take when in power.

      Point no 1 and 4 can be written in 2nd part that is why it is necessary to engage with Taliban.
      Also point about SAARC is not correct-India has good relations with many SAARC countries.

      Points written in way forward are also reasons why India should engage.
