Try to write in 2 pages as in exam conditions, that will make you well equipped to understand how much content needs to be written in exam hall.
Answer is pretty decent, introduction is fine, additionally you can mention that there are 24 Department-related committees in India; out of which 8 work under the Rajya Sabha and 16 under the Lok Sabha.
Next part is good, most points have been covered, you can arrange it better, for example point 1 & 7 can be clubbed under ensuring financial accountability; points 2&8 can be mentioned under providing technical expertise etc. Role in scrutiny of bills and policies should also find a mention.
Conclusion is okay but you can use the opportunity to give some futuristic suggestions such as there is still scope for strengthening the Committee system, working of these committees should be reviewed periodically and their recommendations should be discussed in greater detail in Parliament. Keep practicing. 🙂

You are going too much into the background, whole committee system need not be explained. You can directly start with department-related standing committees, mention there are 24 (16 in LS+8 in RS) of them and they contribute in strengthening the parliamentary democracy by investing in with more meaningful parliamentary support and then move on to explaining the functions.
Functions mentioned are fine, you can add things like they provide technical expertise by providing a forum where members can engage with domain experts; help to build cross-party consensus and table an Action Taken Report.
Conclusion is okay but you can use the opportunity to give some futuristic suggestions such as there is still scope for strengthening the Committee system, working of these committees should be reviewed periodically and their recommendations should be discussed in greater detail in Parliament. Keep practicing. 🙂

      Decent attempt.
      Introduction is fine.
Functions and significance can be mentioned under one heading only.
Points are good. You can also mention about role in ensuring financial accountability(budget); the opportunity it provides to get domain and technical expertise; easier to obtain consensus as it is free from the clutches of anti-defection.
Points related to scrutiny of bills, reports etc are good.
      Challenges mentioned are fine.
Conclusion is okay but you can use the opportunity to give some futuristic suggestions such as there is still scope for strengthening the Committee system, working of these committees should be reviewed periodically and their recommendations should be discussed in greater detail in Parliament. Necessity for democracy has already been mentioned in the introduction.
      Keep practicing. 🙂

Introduction is fine, you can add in first line the broad role of DRSCs that they contribute in strengthening the parliamentary democracy by investing in with more meaningful parliamentary support. Facts mentioned are good.
Functions are role part is quite comprehensive. Most points have been covered, some points are repeated too which can be avoided for example, managing workload, providing expert opinion etc
      Other points are okay.
Conclusion is okay but you can use the opportunity to give some futuristic suggestions such as there is still scope for strengthening the Committee system, working of these committees should be reviewed periodically and their recommendations should be discussed in greater detail in Parliament.
      Keep practicing.🙂
