      Decent attempt. Introduction is fine, shortage of manpower/doctors have been mentioned in challenges, so you can avoid it in introduction. If you can quote the report behind the data, it will be good. Covid 19 pandemic leading to increasing mental health issues can be linked.
      In next part, first talk about the general provisions of the act for normal patients before talking about criminals. You can mention that the act has given every person a right to access mental healthcare; patients can decide on how to be treated or to not be treated for a mental illness and the right to appoint a nominated representative. Point about decriminalization of suicide attempt is good.
      Challenges mentioned are fine too, absence of significant measures for reintegration and rehabilitation of patients can be mentioned. Further, you can talk about inadequate budgetary allocation; absence of any third-party assessment or monitoring of human rights situations in mental healthcare facilities etc
      Conclusion is fine.
