  Intro is fine, you can add the recent meeting of the foreign ministers of the four countries.
  After that, you have deviated a bit. The dimensions you have mentioned are fine but needs to be kept concise. The question’s focus is on technology (read the 1st statement) which you have completely missed.
  Also, future scope needs to be talked about rather than mentioning past events(2nd statement of the question).
  Mention the scope in technology..you can talk about the potential of co-operation in transformative fields like quantum science, blockchain, and 3D printing as Israel-US are both leading players in these sectors, India too has a mission on quantum computing..next you can mention such partnerships can leverage Silicon Valley’s venture capital funding, Tel Aviv’s close-knit organic linkages between start-ups, industry, and academia, and UAE’s funding and focus on innovation. along with Bengaluru and Hyderabad’s opportunities for scaling up and manufacturing as they have a vibrant technology base.
  Again you can link innovations with developments in military capabilities, defense equipments etc
