      Overall decent attempt, however presentation could be a bit better and since this is a 15 marker, you could add some content too.
      Introduction-causes are fine.
      Impacts can be divided into two parts as asked in the question- 1)Impact on urban ecosystem and 2)impact on critical infrastructure.
      In 1st part, you can again subdivide it into – impact on transportation system, impact on communication system, impact on urban economy, societal impact etc. Impact on communication and transportation are mentioned by you, that is good. Other impacts can also be mentioned- loss of lives, livelihood, diseases etc
      In next part about critical infra, you can mention- Impact on complex interconnected networks; Impact on energy infrastructure (such as power grids, petrol pumps, LPG lines, etc) etc
      Way forward is decent, further you can talk about improving the resilience of communities and adaptive capacity of infrastructure; overall urban design and planning should be water-sensitive; Vulnerability analyses and risk assessments; control of encroachment in sensitive zones etc
      Conclusion is fine.
