      Introduction is good. Pattern of urbanization is also fine.
      In next part mention about issues in governance- lack of funds with ULBs, overlapping of functions as multiple authorities are involved, low tax collection by ULBs, poor infra, lack of accountability etc. Then you can mention other general problems of cities that you have written.
      The question is mainly concerned with issues in governance and how to improve it.

      In suggestions, again mention about ways to strengthen ULBs- devolution of funds, functions and functionaries, role of state finance commission etc. Other points are okay.
      Conclusion is fine.

      Introduction is fine, if you can mention some data about rapid pace of urbanization it will be better, extra 300 mn urban residents to be added by 2050.
      No need to mention criteria for declaring urban area, not asked.
      In next part mention about issues in governance- lack of funds with ULBs, overlapping of functions as multiple authorities are involved, low tax collection by ULBs, poor infra, lack of accountability etc. Then you can mention other general problems like unplanned construction, traffic issues etc
