In the body, first, write about the impact of hate speech on society. Next, write in detail about various legal and constitutional measures that have been provided for curbing hate speech. Write about how far they have been successful or unsuccessful in achieving the desired results. Finally, write about what can be done in future by government, civil society etc so as to reduce instances of hate speech.
Conclude by writing a way forward.

Your content is a bit less for a 15 marker, try to write 2-5-3 pages. The answer especially first part seems more like an essay, plus there is too much focus on religion, hate speech is not a phenomena restricted to India.
Intro is fine; after that you can divide the question in parts and then address each part- how it impacts societal harmony (can be a precursor to ethnic violence, effects internal security, impact on freedom of speech and expression etc); how it is a challenge to rule of law (mention ineffectiveness of legal provisions like IPC Section 153A, 295 A, 298, RPA section 125 etc). Try to diversify the answer by mentioning different examples like Delhi riots, Muzaffarnagar riots, Christchurch Terror attack, attack on people from north-east, anti-immigrant sentiment in various countries etc
Way forward is fine, it will be good if you can mention recommendations of law commission, TK Viswanathan committee etc. Placing responsibility on social media companies can be mentioned too.
Try to write in points, that way more dimensions can be covered and answer will be better organized.

Intro is good, root cause of violence has also been elaborated well with examples.
While talking about challenge to rule of law, first mention some legal measures like IPC Section 153A, 295 A, 298, RPA section 125 etc and then you can talk about their ineffectiveness.
Impacts on social harmony part is good, challenge to internal security can be mentioned.
In way forward, it will be good if you can mention recommendations of law commission, TK Viswanathan committee etc. Plus you can talk about responsibility of social media companies and ways to make them accountable.
Write a concluding statement, article 19 can be used there, no need to mention it in way forward.
