You don’t have to make diagrams/flow charts unnecessarily just for the sake of it, you’ll not get the marks for it. You could’ve Written factors in one line and used the space better.
You have written both part of the Question however you need to give more arguments related to the role of govt. In influencing industrial development.
Add points like Granting, Restricting of giving conditional permissions- to certain locations for the development of industries in certain locations due to ecological considerations. For example, in areas near Western Ghats, or Coastal Zones etc; Conditional permissions- For example in banking.
Adopting new policy: such as adoption of liberalization helped in development of various industries including the automobile and telecom sector.
Clearance norms: such as for Land etc.
Steps by the Govt Written fine though more points can be added in this part also.
