Your way forwards should answer how and why.
When you say it is important to curb the menace of corruption then do discuss how. We all know it has to be curbed but how is the important part.
In the 1st part of the answer, discuss why non-performance of duty is a form of corruption.
      Examples are relevant.
Decent 1st part of the answer.
Always give specific and concrete way forward.

Perfect use of a flowchart to make us understand the relations between the non-performance of duty and corruption.
You gave 3 examples like doctors and police but did not linked it to the corruption or showed how it leads to corruption.
hence as of now, they are general points even if your intention and direction were right. Therefore work on your content.
What should be the ideal way forward in terms of ethics?
      Write comprehensive answers.
      These are half baked attempts.
Your direction is decent but sadly UPSC is not going to give marks for the direction.
You have to back it up with proper content.

      A very good answer.
Points are apt and well placed.
      The structure is good.
Relevant points are given in the main body.
Good balance towards the end of the answer.
You gave arguments from both sides which is commendable.
