How Socio-Economic and Caste Census is different from the Census? How linking and syncing of these data with other databases could help in the governance? 10 marks

Mentor’s comment-
  • https://www.thehindu.com/opinion/lead/a-new-framework-around-caste-and-the-census/article33638335.ece
  • In the intro, mention the debate around full-scale Caste Census.
  • In the body, mention the differences like confidentiality of data governed by statute in case of Census and openness of SECC data for policymakers, the inclusion of Caste in SECC. In the next part, mention the syncing of these data with various other data for example with the NSS data as suggested by the experts for informed policymaking etc.
  • Conclude by stating that the required data about the caste and socio-economic status already exists.. What we need is its proper understanding by various departments of government for policy making.

      Hi Siddharth
      Good intro.
In the differences, you can add that since the Census falls under the Census Act of 1948, all data are considered confidential, whereas according to the SECC website, “all the personal information given in the SECC is open for use by Government departments to grant and/or restrict benefits to households.”
Rest of the answer is well written.
      Underline keywords.
Try to write all the four answers.
      Keep working hard.
