  • In the body, the institutional provision under the act at the national, state and district level has to be mentioned. At the national level there is NDMA, NEC, NIDM, at state level there is SDMA and SEC at district level there is DDMA. In shortcoming and challenges, you can mention the Disaster Response Fund and failure in dealing with floods in Kerala and Uttarakhand and CAG report blaming it for failure in implementing flood mitigation measures.
  • Conclude by highlighting its importance to deal with disasters.

      Good introduction.
      Use of flow is a good thing but try to make it neat.
      Before writing shortcomings and challenges, briefly explain the relevance of DM Act.
      Improve your content.
      In challenges, there are some good points but you can add more like there is an absence of an institutional framework at the Center/State/District level, poor inter-sectoral coordination etc.
      In conclusion,mention why India needs a strong disaster management agency.
      Work on writing language.

      You can write like disaster preparedness should be focused on meeting the immediate contingency, implementing a conceptual, long-term rehabilitation strategy while maintaining an ethnographic understanding.

      In the shortcoming part,there is a need to add more points like lack of an early warning system, slow response from relief agencies, lack of trained/dedicated search and rescue teams.
