      You could have discussed the features of the bill through a flowchart and that would have given you more space for the way forward. Remember, factual parts can be covered in a flowchart.

      You have over discussed the financial woes part of your answer. Remember, this is a 10 marker and hence you need to balance the question which has 4 parts: woes, features of the bill, issues with them and way forward. Hence, divide your structure accordingly.
      The balance in the answer is off with various key elements like features and way forwards missing.
      3 4 points maximum in a 10 markers subheading. That should be the thumb rule.
      Flowchart for factual parts like features of the bill.
      Do not overindulge in certain parts.

      1st, in the intro, mention the policy interventions by governments for the support of DISCOMs.
      The subsequent discussion is decent.
      But then before discussing issues with the bill, you have to discuss the basic features of the bill in a flowchart (factual portions should be covered under flowchart to save space)
      That is an important aspect of the question because the question specifically asks “Examine the proposals in the Electricity Act (Amendment) Bill 2020”
      Also, way forwards (again in a flowchart) would have made your answer top notch.
