  • In the intro, you can mention various policy interventions done by governments to help DISCOMs.
  • In the body, you can mention the reasons for the financial woes of the discoms- like, two-part tariff policy, overestimation by the CEA, transmission losses etc.
  • In the new proposed amendments, there are several issues to mention- sub-franchise, concessions to renewables, elimination of cross-subsidies and changes in the selection of members of the SERC etc.
  • Conclude by stressing the importance of addressing the problems of the discoms due to their vital role in the development of the country.

      Good intro.
The only issue in the answer is the missing way forward.
You could have discussed the features of the bill through a flowchart and that would have given you more space for the way forward. Remember, factual parts can be covered in a flowchart.
The overall structure of the answer.
In-depth content in almost all parts of the answer.
      Decent coverage.
In the end, mention the steps that can be taken to improve the features of the Bill as well as the financial woes of Discom.

You have over discussed the financial woes part of your answer. Remember, this is a 10 marker and hence you need to balance the question which has 4 parts: woes, features of the bill, issues with them and way forward. Hence, divide your structure accordingly.
The balance in the answer is off with various key elements like features and way forwards missing.
3 4 points maximum in a 10 markers subheading. That should be the thumb rule.
Flowchart for factual parts like features of the bill.
Do not overindulge in certain parts.

      Hi Chester
Please mention your payment ID to get a timely review.
The reasons for the financial woes is over-explained. Keep the discussion to max 3 4 points to save space for the 2nd part of the answer.
Mention other support policies from the government apart from UDAY scheme in the intro.
The overall answer is well covered and points raised are good.
Decent 2nd part of the answer.

The structure in the answer needs improvement and there are various links missing in the answer.
1st, in the intro, mention the policy interventions by governments for the support of DISCOMs.
      The subsequent discussion is decent.
But then before discussing issues with the bill, you have to discuss the basic features of the bill in a flowchart (factual portions should be covered under flowchart to save space)
That is an important aspect of the question because the question specifically asks “Examine the proposals in the Electricity Act (Amendment) Bill 2020”
Also, way forwards (again in a flowchart) would have made your answer top notch.
      Work on these elements.
