      One important element you missed to discuss in the 1st part is the threat of nationwide protest. That is an important element here.

      The suggestions lack depth and maturity here. First, you should talk to cadets and listen to their grievances. Try to establish a dialogue with them in order to stop nationwide protests.
      Secondly, take their issues and memorandum with relevant stakeholders and see their opinion.
      In all this process, always keep the lines of communication open, formally and informally.
      Try to reason out these cadets regarding government policies and intentions and take a balanced approach on why and why not a quota for them is a good idea. Instead, you can suggest some additional merit points for NCC cadets in various exams so that they can make up for the loss in other fields.
      Most of your points in the 1st part are repetitive and try not to copy the question points. Frame your own statements.

      Well, they can protest Dakshina and they have been protesting in the near past! So don’t write factually incorrect statements.
      Apart from that, give the pros and cons of each step that you can take as the Secretary DoPT. Also include maintaining contact with these cadets in order to understand the larger picture and their varied grievances for their overall betterment.
      Involve all the stakeholders here so that a general consensus is formed.
      Your understanding of the case is decent. It is just multiple dimensions are missing here.
