    We are all aware that prelims is becoming very unpredictable. It requires a very targeted approach. 

    First, you need to be aware of all the recurring micro themes from which UPSC repeatedly asks questions year after year. You must develop a solid command of these themes and ensure you don’t miss a question. Questions on these themes are on the tougher side. Next, you need to master adjacent themes and CA themes that are prominent in the same year. 

    Finally, the art of attempting the paper, taking guesses based on previous year patterns.

    • The Act divided the powers between the Centre and units in terms of three lists, Federal List (for Centre containing 59 items), Provincial List (for provinces containing 54 items) and the Concurrent List (for both containing 36 items).     • Separate electorates were provided for Muslims, Sikhs and others, but not to Depressed Classes.
    • Governor enjoyed critical emergency powers.
    • Residuary powers were given to the Viceroy. However, the federation never came into being as the princely states did not join it. But this has formed the basis of Schedule VII of the Constitution of India, 1950.Therefore, Statement 2 is Incorrect.

    Good luck for tomorrow from the entire Civilsdaily Family. This is not a feel-good post but a hard-hitting one because life isnt feel good and upsc definitely isnt feel good. Tomorrow is an important day, and having the right mindset is crucial. Ultimately, Prelims is a mind game.

    1. **Going from strength to strength**

    Molightson’s story is significant. He comes from the Maring tribe in Manipur, leading a content life with limited exposure to the outside world. His painful experiences with city life and hotel management could’ve made him bitter. But not him. He learned to handle pressure. He appeared for Prelims amidst riots in Manipur. He could’ve said Prelims is not worth risking his life, given his slim chances. Instead of blaming the world for his problems, he looked inward and went from strength to strength. The right kind of people have this attitude.

    2. **Control the controllables**

    Anything you do in life with a 0.1% success rate will have uncontrollable elements. Your hard work and the inner force to push your limits are necessary conditions but not sufficient. To achieve success, many factors need to come together. Animesh, AIR 2 was battling his Mom’s cancer(where he eventually lost) on one front and fighting UPSC on the other(where he aced like none). We all want to win all fights. But all we can do is give our best and leave the rest to destiny. If you haven’t done your best, putting your best foot forward to control what you can; then you dont have the right to blame what you can’t control.

    3. **Choices you make**

    You always have a choice in how to respond to a situation. Consider last year’s Prelims. Many came out saying elimination techniques were ineffective. Yet, every ranker used a spectrum of elimination techniques, few requiring solid prior knowledge and deep conceptual understanding, while others requiring none.

    Many rankers have held sessions with us, solving the Prelims paper and explaining the same.

    What happened here? Your response was reactive. UPSC tricked you into believing what your institutes taught you was worthless. Those who could stop these thoughts gave their best. Tomorrow is not about content, or academics. That is something you can fix with time. It is about getting these life lessons right. It is about building this kind of resilience.

    Not sure whether UPSC intended its candidates to be this tough. But the kind of folks entering the services NOW definitely have the right mindset.

    What we can conclude with the above it

    • He has covered all dimensions that he could use in his answers.
    • In the beginning, he mentions a judgment by the Supreme Court related to the topic.
    • Next, he mentions issues with proper sub-headings.
    • In the later part, he includes Government Policies and Constitutional Safeguards provided to the Sex workers.

    Now look at the answer that he wrote on a similar question asked in the Test Series:

    Look at how he mentions the same judgment of the Supreme Court in the answer, mentions issues like what was written in his notes, and also includes Government Interventions from the notes.

    He left no dimensions. Anyone can write some dimensions, but to be able to cover more is an altogether different ball game.

    Let’s take a look at another example:

    Look at the graph mentioned in the notes, showing the increase in the percentage of MPs with criminal charges.

    He reproduces the same graph in his answers:

    Animesh made his notes so comprehensive that he was able to reproduce the same dimensions, examples and case studies in his answers in the test paper.

    Further, his notes were so to the point, that we was able to give his Prelims with confidence.

    This is what you must intend to do.

    The first step? We need to make impeccable notes. This is a strategy we need to know.

    Next, we need to incorporate these notes into our answers effectively.

    We hear a lot of rankers talking of building the General Studies “base” using NCERTs. But since we were so good in school, we almost know what Bhimbetka Caves are and how Ashoka shifted to non-violence after the Kalinga war. So, we ditch the NCERTs and start with our Standard Books.

    This is the problem with most UPSC Beginners.

    We have this preconceived notion that questions asked in UPSC are generally from relatively unknown, difficult and standard sources – and that while NCERTs is good to read, they are not questions worthy.

    But what if we tell you that NCERTs are actually the “key to success”. And they are as questions worthy as it can get.

    Look at the following question:

    If you had read this chapter thoroughly, you could have easily answered this question.

    This Chapter from NCERT is the base of the above question. If you went thoroughly with your NCERT Notes, you could have easily written a solid answer.

    Mentor comment: Did you know that there are around 1,49,404 total cases of crimes against children, with varying rates across states and union territories? Within this, Sexual crimes are prevalent with a high number of offenses against girls compared to boys. Hence, the Protection of Children from Sexual Offences Act (POCSO) was passed in 2012 to comprehensively deal with the issue of sexual offenses against children. POCSO not only spells out the punishments for offenses but also sets out a system for support of victims and improved methods for catching offenders. Recently, this issue has been contentious, citing the importance of maintaining consistency within the laws and legislation availed by the Indian Government.

    Why in the News?

    The “Scheme for Care and Support to Victims under Sections 4 & 6 of the Protection of Children from Sexual Offences (POCSO) Act, 2012” which was introduced by the Ministry of WCD has faced criticism for its lack of clarity, inconsistencies, and failure to align with existing legislation. 

    About the Scheme for Care and Support to Victims of the POCSO Act, 2012:

    It is a centrally funded initiative from the NIRBHAYA fund of the Ministry of Women and Child Development.

    The scheme seeks to address the challenges faced by minor pregnant girl victims and fill the gaps in existing support systems. It aims to provide integrated support services for emergency and long-term rehabilitation.

    Sections 4 & 6: The services provided under this include a comprehensive range of support and assistance for minor pregnant girl victims who have experienced sexual assault or abuse.These services aim to address the challenges faced by these victims and ensure their well-being and rehabilitation.

    What are the issues surrounding this Scheme?

    • Inconsistencies with Legislation:
      • Incorrect interpretation of Section 27 of the POCSO Act, 2012, regarding medical examination of minors. There is some misrepresentation of the Child Welfare Committee’s authority regarding sexual assault medical examination.
      • Delaying stipulation in the Medical Termination of Pregnancy (MTP) process contradicts the MTP Act. There are limited references to MTP options within the scheme.
    • Expanded Scope Without Corresponding Revisions: The scheme initially targeted abandoned or orphaned pregnant girls, and now includes all pregnant girl victims under the POCSO Act. This kind of lack of proper redrafting to reflect inclusiveness results in confusion.
    • Adolescent Sexual Health Education and Prevention: The scheme has failed to address adolescent sexual health needs and perpetuates a reactive approach to sexual violence. There is a need for proactive Sexual and Reproductive Health (SRH) information and services for youth.
      • Empirical data suggests cases of pregnancy due to consensual relationships, highlighting the importance of comprehensive SRH education.
    • Monetary Implications: Proposed financial support includes an initial payment of ₹6,000 and a monthly payment of ₹4,000 until age 21, extendable to 23. Hence, due to the high incidence of child marriages and teenage pregnancies, there is an increased financial burden.
    • Contrary to Rules and Regulations: The Pregnant victims under the POCSO Act are not automatically classified as Children in Need of Care and Protection (CNCP). The Scheme mandates treating all pregnant girls as CNCP, contrary to POCSO Rules and the Juvenile Justice Act.
      • Therefore, the unnecessary procedural burdens are imposed on victims due to misclassification

    Way Forward:

    • Streamlined Procedures: Govt. needs to simplify the application and support process to make it more accessible to POCSO victims.
    • Enhanced Outreach: India needs to increase its awareness through targeted campaigns and partnerships with civil societies and community organizations.
    • Technology Integration: For timely delivery and efficient implementation, the utilization of technology is necessary to streamline services and provide easier access to support.
    • Training and Capacity Building: Invest in training for staff and volunteers to enhance service delivery.

    You are a Working Professional. You decided to give the UPSC 2025 Attempt . So you visited your local Book Market, and got hold of all recommendations by toppers – NCERTs, Lakshmikant, Ramesh Singh, Value Added Material.

    You take a pledge that you will make the PERFECT NOTES in one go – and you will do that specifically for Mains – a Topper in one of his Sessions on YouTube said he only made notes for Mains!

    You took 7 days to make Notes for Internal Security – and aren’t they awesome? You can literally see those colorful pens being used for different headings.

    But wait – why are these 150 pages big? Doesn’t the book that you got from the market have similar number of pages?

    Going deeper, you realize major issues:

    1. Your Notes – While too NEAT, sound merely language with Zero specific key terms.
    2. You have used big paragraphs to write about something non-specific (Well, you at least know the History of Left-Wing Extremism – isn’t it relevant for the exam??)
    3. There are no PYQs. Which Syllabus topics are we covering? We are missing this as well. We also don’t know the recurring themes that need to be highlighted.
    4. UPSC recently asked a question related to S-400 helicopters – will we be able to answer the question using our notes?

    Till the end of the month, you are left with a replica of your two books – one is 150 pages, and the other is 300 pages of Post-Independence alone. You can’t link it to current affairs or PYQs.

    The enthusiasm slowly withers away, and your pledge to give the exam in 2025, changes to 2026, 2027, 2028…

    Chandarprabha tasted success in her LAST ATTEMPT. She had to wait almost a decade to finally make it to the coveted list!
