      Decent attempt. Introduction is good, also, making digitalisation more inclusive can be mentioned.
      Next part is fine, use some data to show the digital divide, illiteracy…it will be a good value addition(rank of 73 out of 120 countries for internet literacy, 25,000 villages remain deprived of mobile connectivity).
      Dominance of Big tech companies (monopoly), firms earning money by using the personal data collected to ensure targeted advertising and central government having monopoly over government services (non-inclusivity) can be mentioned. Lack of awareness, trust deficit, lack of infra etc are also good points. Try to write some innovative points also along with the generic ones.
      Way forward is again decent, you can also talk about leveraging emerging technologies such as block chain and putting regulatory systems and safeguards in place to ensure data privacy and create a competitive environment with multiple service providers.
      Conclusion is decent.
      Overall, structuring and presentation is fine, but you can bring some freshness in the content otherwise it looks quite generic.

      Introduction is too long. See, in such questions you can write a lot of things but you have to ensure that you are writing to-the-point.
      The question basically is asking two things- hurdles in citizen centric digitalisation and way forward to democratize digitalisation…so, mention 4-5 points on both. write a small intro-conclusion and wrap it up.
      2nd para can be a decent introduction, mention some examples such as JAM, Swamitva etc without explaining and then talk about the hurdles.
      Issues mentioned such as centralisation, digital divide and dominance of big tech are good points. Here you can also talk about deceptive service strategies (firms earning money by using the personal data collected to ensure targeted advertising which is non-inclusive); lack of digital infrastructure in rural areas.
      Way forward can be presented better…along with bottom-up approach and federalism, you can also talk about leveraging emerging technologies such as block chain and putting regulatory systems and safeguards in place to ensure data privacy and create a competitive environment with multiple service providers.
