      Most issues have been covered.
      Introduction is good.
      In next part, some additional points can be added such as release of toxic gases in the atmosphere such as nitrogen oxide, carbon monoxide etc. Also, climate change shortening the harvest season and forcing farmers to quickly clear the field is also an issue, policy measures which has led to enhancing the production of paddy in these regions can be mentioned too.
      Way forward is good, major points have been mentioned. Policy measures such as incentivizing industries which turn stubble into economically viable products and reinterpretation of MSP scheme can be added.
      Conclusion is fine.

      Also, all concerns can b induced at one place only, for example, you have mentioned soil fertility issues, harmful towards insects in conclusion which can b mentioned when you talk about harm to health and pollution after introduction.
      Further, you can also link climate change to stubble burning as climate change is shortening the harvest season and forcing farmers to quickly clear the field, policy measures which has led to enhancing the production of paddy in these regions can be mentioned too.
      Way forward is decent enough. Long term measures such as crop diversification, reinterpretation of MSP and farmer education can be added.
      Conclusion can be modified accordingly.

Further, you can also link climate change to stubble burning as climate change is shortening the harvest season and forcing farmers to quickly clear the field, policy measures which has led to enhancing the production of paddy in these regions can be mentioned too.
      Way forward is good, increasing the number of custom hiring centres for machines like happy seeder and rotavator can be added.
      Some long term measures such as crop diversification, farmer education and awareness can be added.
