Introduction is fine, although it can be made a bit more crisp.
In next part, you are writing too much to explain one single point. Try to write more dimensions rather than explaining one point in detail. For example, you could just mention that GM crops can solve our under nourishment issues as nutritional content of the crops can be altered as well, rather than explaining the whole Hunger Index thing. Further you could mention points such as GM crops have better tolerance to different harsh climatic conditions like cold, heat, drought, salinity etc; improved crop protection through increased resistance against plant diseases and pesticides; improved yields with less labour and cost input; can help in doubling farmers’ income etc
Environmental and health concerns have been rightly mentioned. Also, there are economic (not necessarily high yield), ecological (erosion of biodiversity) and ethical concerns(corporate dominance) which can be added.
Conclusion is fine, however ‘overlook’ is not the right word, it means ignoring.. Rather you should mention that ministry should take into consideration both positive and negative…
Keep practicing. In GS answers, breadth>>depth, so try covering more aspects. 🙂

First and foremost you should improve your handwriting, you can avoid writing cursive if there is an issue, gaps between letters can be maintained.
Introduction is good.
But don’t restrict your answer to GM mustard, question is about GM crops on a whole, mention in introduction is good enough.
In advantages, self-sufficiency argument is repeated in first two points, try to mention diverse points- you can talk about GM crops having better tolerance to different harsh climatic conditions like cold, heat, drought, salinity etc; improved crop protection through increased resistance against plant diseases and pesticides; improved yields with less labour and cost input; help in doubling farmers’ income etc
In cons, environmental concern mentioned in first point is good, health concerns, economic (not necessarily high yield), ecological (erosion of biodiversity) and ethical concerns(corporate dominance) can all be mentioned.
Conclusion is fine.

Advantages mentioned are also fine. Economic advantages such as reducing impot bills(we import a lot of edible oils), self-reliance etc can be added. Increase in nutritional value can be mentioned too(ex- GM rice rich in Vit A)
In concerns, ecological (erosion of biodiversity) and ethical concerns(corporate dominance) can be mentioned.Other points are decent.
Conclusion is good, you can keep it a bit short.

Flow chart can be used to shorten the way forward. Ideally, a 10 marker should be written within 2 pages.

Your knowledge is good but presentation can be better. Excessive use of flowcharts is not required. Use it one part of the answer or if you have a lot of content and are short on time and space.
Also, first write an introduction and then come to advantages.
In introduction, you can explain what exactly are GM crops and mention the recent clearance given to GM mustard here only.
Advantages mentioned are fine. In one point you have written ‘more tolerant’ (to what?). Also, you can mention the economic advantages here- doubling farmers’ income, reducing important bills, self-reliance(Aatmanirbhar Bharat) etc
